NEPAL IS BUYING ELECTRICITY FOR 4 CENTS A UNIT IN EXCHANGE FOR 6 CENTS IT PAYS TO BUY FROM PRIVATE INVESTOR......IS IT GOOD TO GET 10% FREE POWER FROM WEST SETI SO THAT WE CAN GIVE POWER TO PEOPLE IN FAR WESTERN REGION OR IT IS GOOD TO GET 4 CENTS

As I understand, there are set of categories that NEA judges the bids on. Whoever gets the highest point is given the top prioirity for the project.
There might be other things to look, but based on what you are saying, 2 cents a unit difference can offset the price of total consumption by a good amount; but 10% free power will most certainly bridge that offset. 10% free sounds good with the given information.
