do they really measure the length of the head and the length from eye to bottom of picture?

lol. that really made me laugh. :D i don't think they have that much time in their hands to sit and measure each picture submitted by each individual.
the picture should look like, just to give u some idea. it's clearly stated in the link what is NOT accepted.

If you are going to do it why not do it according to specification, yes they do not have time to check each picture. But who knows it might hunt you later on if you get selected.
