Just for the record,

Based on what I know as of now, I am for Melamchi project.

But I am all for engaging with -- and not at all interested in bypassing -- intelligent
critics such as Chintan and others so that their public interest concerns are addressed, their brilliant and not-so-brilliant questions are answered honestly and clearly, and
that appropriate compromises/give-and-take are made in a trust-enhancing manner
by exercising prudent leadership. [I know that sounds a bit corny, but I believe in it.]

After all, we all know that all publicly-funded projects in Nepal can surely
use larger and wider points of public accountability.

In this spirit, unlike some of anonymous Sajha posters, I am all for viewing/treating/befriending Chintan as a very intelligent human being who passionately and vigorously represents voices and concerns that are not necessarily high on the government's, or the donor agencies' or, for that matter, technocrats' agenda when it comes to planning and implanting mega- multi-year development projects in Nepal.

As a Nepali interested in Nepal ko bikas, I do NOT view Chintan et al’s concerns as necessarily being "anti bikas" or "anti Nepal". In fact, I welcome them as additional
data points which may affect eventual decisions.

True, to get things done, a professional friendship with the likes of Chintan calls for a tradeoff in that you have to use additional time, resources and an enormous amount of patience (especially when the constraints are tight), and that you have to put aside frustrations and exasperations . .

But my sense is that, in the long run, we will all be -- and so will our projects be -- better off with those additional expenses (call them investments) than without them.

I have to admit i am not following this thread... i read the last one by aashu... only..

Since i am not in ktm i cannot say whether i am for or against the Melamchi project. But before leaving ktm i did hear from someone that instead of spending on the Melamchi (idk how many million dollars) that money should be spent on other parts of the country. Their theory is that Nepal is already so much centralized to ktm that everyone wants to move there. After Melamchi projects comes the situation will only deteriorate (ie more people would want to come to ktm).

I tend to agree with their thinking. I am not anti-development in any way FYI.

टोलीले आयोजनाबारे एक साता अध्ययन गरी मनिलास्थित एडीबी मुुख्यालयलाई निर्ण्र्ााा लागि सिफारिस गर्नेछ । टोलीले अर्थ, भौतिक योजना तथा निर्माण मन्त्रालय, खानेपानी संस्थान र आयोजना सम्बद्ध पदाधिकारीस“ग छलफल गर्ने कार्यक्रम छ ।

टोलीले उपत्यकाको खानेपानी निजी क्ष्ँेत्रलाई हस्तान्तरण प्रक्रियामा भएका प्रगति, समयबद्ध कार्ययोजना, आयोजनाको भौतिक तथा वित्तीय पुर्ुनर्संरचनाबारे भइरहेको पछिल्लो प्रगतिबारे छलफल गर्ने स्रँेतले बतायो ।

टोलीको मुुख्य एजेन्डा उपत्यकाबाट खानेपानी संस्थानलाई विस्थापन गरी त्यसको ठाउ“मा विदेशी कम्पनी ल्याउन सरकारले गरेको तयारी हो । एकल प्रस्ताव परेको बे लायतको विवादास्पद कम्पनी सेभेन ट्रेन्टले यहा“को खानेपानी वितरणको जिम्मा पाउने लगभग निश्चित छ । सरकारले ऐन संशोधन गरी संस्थानलाई उपत्यकाको जिम्मेवारीबाट विमुुख गराउन लागेको छ भने संस्थानका कर्मचारी त्यसविरुद्ध आन्दोलनरत छन् । सभामुुखबाट प्रमाणीकरण गर्न बा“की उक्त ऐन फिर्ता नलिने सरकारको अडान छ । विदेशी कम्पनीलाई जिम्मेवारी हस्तान्तरण गरेपछि मात्र मेलम्चीदेखि सुुन्दरीजलसम्मको करिब २७ किलोमिटर सुुरुङ खन्ने ठेक्का दिन पाउने एडीबीको र्सत छ । टोलीको अर्को मुुख्य एजेन्डा आयोजनाको समयबद्ध कार्ययोजना हो । सन् २००६ मा पूरा हुुने भनिएको यो आयोजना सन् २०१२ मा पनि पूरा नहुुने स्थिति छ । समयस“गै लागत बढ्दै गएको छ ।

आयोजनालाई हाल करिब ८ करोड अमेरिकी डलर अपुुग छ । गत माघ १९ को शाही कदमलाई कारण देखाउ“दै आयोजनाका अन्य दाता नर्वे र स्विडेनले ५ करोड

३० लाख अमेरिकी डलर बराबरको सहायता रद्द गरेका थिए ।

यो रकम करिब १० करोड अमेरिकी डलर बराबरको लागत पर्ने सुुरुङमा खर्च गर्ने योजना थियो । त्यसबाहेक आयोजनालाई ३ करोड ७० लाख डलर पहिले नै अपुग छ ।

सरकारले आयोजनालाई रकम अपुुग भएपछि यसको भौतिक पुर्ुनर्संरचनाको तयारी गरेको छ ।

Dear rahulvai, If you had any knowledge about how construction projects work in Nepal, you wouldn't have tried to raise arguments in favour of Melamchi project officials and political decision makers. Construction business is one of the most corrupt businesses in Nepal. I had numerous opportunities to work in construction projects in Nepal. I had worked even with KONECO and Lama Construction Company who were directly involved in Melamchi project and I know very well those people.

Almost all construction projects in Nepal involve corruption. They are created not to develop Nepal or serve people. The sole but hidden objective of any construction project in Nepal is to steal money. The stolen money is distributed among project officials, concerned ministries and political leaders. I don't know whether Deuba got money from Melamchi project or not but considering sheer size of the project and money involved, I can guess the stolen money should have gone very far.

For me, there is no doubt that taxpayer's money was mismanaged in Melamchi project. There was corruption for sure. The question now is who are the beneficieries of this mismanagement. I think, rahulvai is trying to make a political statement in his posting. It appears for me that rahulvai doesn't like King Gyanendra, so he thinks all king's opponents are good people.

it is wrong to assume if private businesses work for not-for-profit on public works. i don't think if any one would object if these businesses share any profit margin not only to their Kaka-Bhatijas but also to any public office bearers given they are not compromising that with the supposedly quality works as specified in the contract or are within the limit of social norms. thats how Capitalism works...

Dear rahulvai, I disagree with your arguments. Your argument that there is no corruption, if any contractor agrees to work below estimated rates, is just a wrong perception.

Its good to know that you work as an engineer with the governemnt and its natural for you to defend any government mismanagement.
