Former army chief Katawal to float political party
Former chief of Nepal Army Rookmangud Katawal is all set to launch a new political party.

It is learnt that Katawal will announce the party named 'Samyukta Rastriya Manch' amidst a programme in Dhangadhi of Kailali district on May 13.
Speaking on behalf of Katawal, one Chandra Saud said the former army chief decided to launch a political party as the existing parties have already proved to be incompetent.
He said the party's central committee is in the process of being finalised.
Saud, however, did not disclose the names of persons who are joining Katawal's party.
Katawal, who made political comments on a number of occasions, during and after his army stint, but had not joined any political group. nepalnews.com

IMHO, it appears that Katuwal always has had a political ambition. Clearly, he has seen from very close many greedy and power hungry politicians as someone who was directly connected to the Palace. It must be difficult for him to adjust to the new situation after the regimentation of all his life in the Royal Nepal Army and in the Narayanhity. Do not be swayed by his clever political lines eventhough most of his remarks may sound refreshing in the current political context. In most cases, he talks more like a politician rather than a straight shooter armyman. In the situation where a great majority holding a post in the government seems to be either corrupt and/or incompetent or lazy in doing the work for which he/she draws salary from the treasury, Katuwal's cleverly scripted comments are heart touching particularly when it comes to the issue of nationalism. Remember it is the Palace, sycophants with the willing connivance of the Royal Nepal Army that actually blurred the nationalism and patriotism by putting the King, as Vishnu awatar, and the royal family over everything.
Granted, Katuwal is absolutely right in many points when he raises pointing fingers towards the Maoists and other left parties of being off the track from the people's interest and about the killing during the conflict period. However, he fails to pin point the misrule and misdeeds of other parties though. Katuwal himself has his hands full of blood from the killing of many innocent Nepali janata. He could potentially be tried in a public court for all the atrocities and murder committed while he was in the army. The Nepali people will never forget the brutal murder of the innocent people the Army committed in many places like in DORAMBA and NAGARKOT while Katuwal was at the helm of power in the Royal Nepal Army. In the eyes of many Nepalis, the Nepal Army is more like a club of a few privileged people. He will be more grateful to the Shah Kings than to the Nepali people who actually paid his salary and benefits. His talk of being a democratic system is nothing but a hogwash given his record in the army. Does he realize how lower ranking soldiers are treated in the Army? They are made to wash the petticoats of an officer's wife, even to this day. They are made to go to construct the house of an officer and work there as a free labourer. Is this the dignity of the soldiers he was talking about? Where is the money that a soldier earned in a Peace Keeping Mission? Kudos to Bhushan Dahal for the interview, but I wished he had asked more probing questions about the running of the Army. Katuwal rightly says that we are a tiny country, and, therefore, I add to it that there is NO reason to have a large army. What about the human right violation and corruption in the army? Is he not responsbile for any of it?
IMO, the biggest challenge the Nepal Army is facing today is not the handling of the political masters but turning the Nepal Army from its mentality of being the King's Chowkidar Brigade to the nation's respectable defence force with its due dignity and owing allegiance with hearts and minds to the people's sovereignty.
Of course, in a democracy, retired General Katuwal is most welcome to participate in politics or any other nation building activities as a citizen.

Honesty, its because of guys like Mirmiray that we have suffered this long. These guys are always good at pulling others legs, but they can't offer any solution. They think they are the master of everything, according to them they know everything but they dont have the guts to go back to Nepal and help the country. Any gathering you go to, these are the same people who will speak their lungs out about what Nepal should do, who are the people to blame and blah blah blah...
It's not even a day since the news got out that Katwal may be forming a political party and guess what these self declared smarties are out in force trying to dim the light on our future. They are so much haunted by the dead monarchy that they cant decide whether to support Katwal or not but they can write 600 words of nonsense, that bears no meaning. Sipping cheap budwiser and playing cards all day, they forget the fact that their own parents, siblings, friends live under so much fear every single day. Can they imanine living a single day without electricity?
As for Katwal, I have never heard any politician speak in such a plain and straight manner. Only the corrupt politicians should fear his rise in politics.
If you dont have a solution, keep your mouth shut and let the people who have the guts to try their solutions.

I somewhat agree with Mirmire about the way high ranking Nepali Army Officers treat low ranking cadres. They are basically free slaves for life. I have few friends whos parents are genreral colonel (jarnel karnel ) and you should see their Furti...gosh they have 3-4 young guys at thier service to clean up after their dogs, polish their shoes, call them maharani saab and raja saab...cook clean ...basically its exploitation and its amazign to see how they treated those people. I mean if it was a part of thier well defined job description to be an aide to those officers that was a different thing, but that was somehting else. Most of these jernel kernel are eletist and aristocrats who may opress poor people if given the chance...But they do have carismatic presence i have to say!
But in the context of MR Katwal, grateful that he is not of Appeasing mentality (except of this patron the Ex royals) and at least speaks like a true leader. and has qualification to be one.
I have said this over and over ...the only way ppl will be able to decide for the best suitable candidate is thru proper electoral procedures. I HAVE A DREAM to see all the so called party leaders standing to face question from someone like DAHAL in a public forum together. No one knows what they want for the country, except for their party. A leader has to have clarity of goal, vision and real understanding of problem. Who ever displays that gets my vote!!

I wish you had placed your argument of agreement or disagreement to my views instead of a sheer name calling. Faggot, commie, cancer, 're? Take those back with you. I don't deserve any of it. I find it horrifying that you would like to see the Doramba incident repeated,particularly when you sign your name as Shantipriya. Suffice to say that the loss that took place in Doramba has affected me personally. I am not into this party or that party, forget about being a commie or its supporter by any measure, to say the least. I don't know where you picked up an international court in my post but if that is what you are wishig for, then I would say tathastu to that.
Although you asked me to shut up despite the fact that I had indicated the problem and solution (e.g., Nepal Army in dire need of reforms), if I may, I will leave you with this line of my thought: if you really care for a new Nepal, do give a serious thought to my last para in the above posting. Remembering Doramba
A Human Rights Accord needs to be implemented immediately
SEIRA TAMANG
The first anniversary of the massacre at Doramba on 17 August passed unnoticed.
A ceasefire was in effect when 19 suspected Maoists, including five women, were captured. When news got out, the Royal Nepali Army initially said the rebels had been killed during an ambush. A fact-finding team sent by the National Human Rights Commission (NHRC) concluded that 'the majority had died of gun shots to the head, fired from close range'. Two months after the massacre, Manjushree Thapa visited the site and wrote in this paper ('Storm over Dormaba', #165): '.the captives were then led to a forest and, with their hands tied, summarily executed'. An Amnesty International report stated: 'Observers in Nepal cite the Doramba killings as being instrumental in the breakdown of peace talks and the resumption of violence ten days later.'
An independent army investigation into Doramba ultimately put the blame on the major who had commanded the patrol in Doramba, and the 2004 AI report stated that proceedings to court martial him had begun. However, there are signs of a coverup: the initial story that the 19 were killed in an "encounter", the troops being in civvies, the victims having been subdued some three hours before being executed, and the questionable assertion that a massacre of such magnitude could have been decided by a junior officer in the field.
Doramba had presented a real opportunity to bring the RNA back under civilian control, and the role of its international supporters was key. It was, and is, on them that the army depends on to successfully pursue the counter-insurgency war.
One year later, the legacy of Doramba is glaring: Nepal tops the world in the number of 'disappeared', the 'widespread impunity' cited in the Amnesty 2002 report continues unabated, and Nepal's judiciary lies in helpless disarray its independence and authority undermined by the power of the army.
There is an immediate protection crisis in Nepal which needs to be addressed. The government's recently-announced National Human Rights Action Plan (NHRAP) backed by UNDP needs careful scrutiny. The official UNDP description of NHRAP says it 'outlines a detailed plan of actions to be carried out in the next five years or so to improve the overall human rights situation in the country'. Yet, as William O'Neill, the independent human rights lawyer brought in to review the NHRAP made clear in his internal report now in the public domain, the NHRAP 'as currently conceived, is the wrong strategy at the wrong time for Nepal's human rights crisis. The focus for the UN should be on protection and enhancing government and Maoist accountability for human rights violations, not on the long-term, more development oriented approach to human rights that is embodied in the NHRAP'.
Embarassing though it may have been, the consequences of this review need be taken seriously because Nepal is at a critical stage. O'Neill says: "I have worked in Haiti, Rwanda, Burundi, Afghanistan, Sierra Leone, Kosovo, and Nepal ranks among the worst human rights situations I have even seen."
We cannot afford to have human rights projects which end up being a distraction to the immediate protection crisis, if not an alibi for the continuation of human rights violations. The continually undermined and overlooked Human Rights Accord is the only way to independently measure the commitment of the Maoists and the government to the peace process by 'measuring' their actual behaviour. This has to be made a priority.
NHRC's Sushil Pyakurel stated in an interview last year about Doramba: "All this makes us look like enemies of the army. Whereas we are just trying to enhance their legitimacy. They are a legitimate force of a democratic country. If they don't observe democratic norms, how can they ask the rebels to?" A Human Rights Accord with serious monitoring needs to be prioritised and implemented immediately.

The Nagarkot massacre was an act of mass murder that occurred on December 14, 2005 at the Kali Devi temple in Chihandanda near Nagarkot, Nepal. Off-duty RNA sergeant Basudev Thapa (वासुदेव थापा), 26, indiscriminately shot at villagers, celebrating at the temple, with an assault rifle, killing 11 and injuring 19 more, before he himself was shot by his fellow soldiers. The shooting was said to be sparked by an argument between Thapa and some of the villagers.[1][2]

While nearly 250 villagers were celebrating Mangsir Purnima at the Kali Devi temple in Chihandanda an argument broke out between Sergeant Basudev Thapa, stationed at the Nagarkot barrack, and youths from the nearby Pipalbot village with whom he had a long-standing enmity.[3] When the youths began to beat him up, the allegedly drunk soldier attacked one of them with a knife. Yelling "I'll come back and kill you all" Thapa, bruised from the fight, drove off in his motorcycle[4] and returned to the barracks, where he armed himself with an L1A1 SLR. Although he was off-duty at that time, Thapa was allowed to leave the barracks with the gun without fulfilling any formality.[5]
After about half an hour, at 11.30 p.m., Thapa and three of his colleagues[3] returned to the temple grounds. He fired a few shots in the air, before shooting indiscriminately at the people who were trying to seek refuge within the temple from the gunman.
Though many initial news reports named 12 civilians killed, the official report states that only 11 people were shot to death and 19 others wounded by the more than 200 shots fired,[6] before Thapa himself was killed. According to RNA statements, Thapa committed suicide, though many witnesses said that he was killed by one of his colleagues, while he was still firing at the villagers.[3] An investigation of Thapa's body found that he died of a chest wound that could not possibly have been self-inflicted,[5] thus contradicting the official version.[7][8]

The next day the RNA commenced to clean the crime scene, deliberately destroying evidence, presumably in an attempt to cover up the incident.[5] When a second rifle was found in a pool about 60 metres away from Thapa's body, questions arose if there might have been a second gunman.[3][8]
In consequence human rights activists and opposition parties, as well as the people from Nagarkot demonstrated, demanding an impartial investigation and denouncing frequent human rights violations by and severe corruptness and indiscipline within the RNA. As a response the government formed a three-member judicial commission to investigate the incident and proposed to pay compensations of 150,000 Nepalese rupees to each of the victims families and to bear the expenses for treating the injured. Further the RNA also established a probe committee to scrutinise the massacre.[7]
The official report was released on January 3, 2006 and stated, that "Thapa committed suicide by shooting himself and no evidence was found of the involvement of any other person except Thapa in the incident". Further it was noted that Thapa had a history of indiscipline and obstructing work and that the leading officer of the Nagarkot barracks had failed to maintain discipline among his personnel. The report also recommended to compensate the victims and their families and to take care of their education and livelihood.[9]
Victims of the massacre protested several times in Kathmandu, because of the passivity of the government in providing the compensations recommended by the probe committee.[10][11]

Mirmirey, I know what happens in NA. I did not say they are the perfect ones but what i meant was among the available alternatives I choose NA rather than chutiya maoists. Maoists threatened people and killed people intentionally and still continue to do so. They don't care whether the person is innocent or not. I just hate them man and especially dui jibrey Prachandey. I agree with pixie ek jhapad ta mero tarfa bata pani.

I have also heard the stories that Maoist used to put on Army dress and torture people to defame the Nepal Army. Everyone knows the atrocities caused by the Maoists. You can try to put the blame on the Nepal Army but the facts are spilling out one by one that most of the heinous crimes were commited by the Maoists. I won't say the Army were completely innocent, but compared to many Army in many other countries with similar situation, Nepal Army deserved credit for letting the politicians decide the politics. You bet, Katawal could have taken the power or killed thousands of people during the protests. But, he stood by ther political leaders orders.
Enough said about the past, I want to look to future and I do see some light in Katawal's leadership. You can disagree, but he is a genuine Nepali leader, talks like a Nepali from his heart and is capable of challenging the likes of Prachande.
But, sad to see that you believe the country is in better position because of the Maoists today than 5-10 years ago. Either you live in a hole in NY/DC/Texas or you live in Maoists cantonment fed by our remittance money. Otherwise, I dont see how you could be supporting the same people who turned off our lights so that Indian looters can come in and loot us.
