I live in California and my passport(Nepal) expiring soon. Do I have to go to Washington DC to renew it?

Yes, you need to go there for biometrics. Fill out the online form and you need to set appointment before going there. I have heard that there are people going around the USA and taking biometrics for the passport, but don't know much about it.

Check with Nepali consulate. Sometimes visit yiur local city ur surrounding ones. They were in Denver few months ago.

Yes you have to go to DC. I went there just this month. First set up the appointment date through online process. If the date is unavailable, keep checking the website almost everyday until you find it.
