Contact state police office. They might ask for a small processing fee and relevant docs. I got mine from Illinois State Police and Michigan State Police (states where I had lived).

1. Browse www.fbi.gov
2. Download application form for police clearance report & form for finger prints.
3. Also look for the fees they charge for the service.
4. Contact your local police for finger prints.
5. Once you are done with your application and finger prints just mail it to the FBI office.
6. You will be receiving your reports within 30-45 days.
